The Opportunity
We are supporting a defense financial systems program where the accounting actually has to survive an audit. You will sit between the comptroller's office and the system — translating appropriations law, USSGL posting logic, and budget execution reality into working configuration.
What You'll Own
• Requirements gathering, fit/gap analysis, and functional design for Momentum Financials (or Oracle EBS Federal Financials) modules — General Ledger, Funds Management / budget execution, Accounts Payable, Accounts Receivable, Cost Management, Purchasing/Acquisitions, Property, and Travel
• Configuration of the accounting classification structure, SFIScompliant chart of accounts, funds control edits, and posting models
• Treasury and external interface support — GInvoicing, IPAC, GTAS, SAM.gov, DCAS/entitlement system feeds
• Test strategy and execution: writing scenarios, running SIT/UAT, driving defect triage to closure
• Audit and internalcontrol support — responding to NFRs, documenting control narratives, supporting FIAR / A123 remediation
• Training material, SOPs, and floor support at golive
• Being the person the customer calls before they call anyone else
Required
• 5+ years of federal financial systems functional experience
• Handson with CGI Momentum Financials — configuration, not just enduse — OR Oracle EBS Federal Financials (R12) with genuine federal appropriations exposure
• Working command of USSGL, appropriation and fund accounting, budget execution, and the federal transaction lifecycle
• Full SDLC experience: requirements → design → test → deploy → sustain
• Bachelor's degree, or equivalent experience that speaks for itself
• U.S. citizenship (required for clearance eligibility)
Preferred
• Active DoD Secret or Top Secret clearance
• Momentum Acquisitions, PD², Momentum Property, or Momentum Grants
• Prior audit remediation on a DoD or large civilian agency financial statement audit
• CDFM, CGFM, or CPA
• Experience on a MomentumtoS/4HANA or Momentum upgrade/migration effort
