Delivery Manager / Owner's Advisor
Location: Alexandria, VA (Hybrid)
Schedule: 2-3 days onsite per week

Insight Global is seeking a Delivery Manager / Owner's Advisor to support major water and wastewater infrastructure projects in the greater Washington D.C area. This individual will serve as a key liaison between the owner, contractors, designers, and project stakeholders, helping guide projects from procurement through construction and commissioning.
This role is ideal for someone with experience representing either an owner, consulting/design firm, or construction organization on large-scale capital projects. The Delivery Manager will work side-by-side with DC Water to oversee project delivery, evaluate risk, review schedules and pricing, support procurement efforts, and ensure successful project execution.
Projects range from $5M-$30M individually, with over $100M in active program value, including complex underground sewer rehabilitation and public-private partnership (P3/PPP) initiatives.
Responsibilities
• Act as the owner's representative throughout project planning, procurement, design, and construction.
• Collaborate directly with contractors, engineering teams, and DC Water stakeholders to ensure project success.
• Review project schedules, budgets, procurement strategies, pricing proposals, and contract compliance.
• Identify project risks and develop mitigation strategies to maintain delivery objectives.
• Support RFQ/RFP development, proposal evaluations, contractor selection, and contract negotiations.
• Provide guidance on collaborative delivery methods, including CMAR and Progressive Design-Build.
• Monitor project progress and support construction activities through start-up and commissioning.
• Participate in site visits throughout the Washington, DC metro area.
Qualifications
• 10+ years of experience in construction, engineering, project delivery, owner's representation, or related infrastructure projects.
• Experience supporting medium-to-large capital construction projects.
• Background in collaborative delivery methods such as CMAR, Design-Build, Progressive Design-Build, or PPP/P3 projects.
• Strong understanding of risk management, scheduling, procurement, and contract administration.
• Experience within water/wastewater, municipal infrastructure, utilities, or heavy civil construction preferred.
• Bachelor's degree in Engineering, Construction Management, Business, or a related field.
• Professional Engineer (PE) license preferred.
Nice to Have
• Experience serving as an Owner's Advisor or Owner Representative.
• Water/wastewater utility project experience.
• Public infrastructure or underground utility construction experience.
